1977 to 1995: Staff Member, Subcommittee on Information, Justice, Transportation, and Agriculture, House Committee on Government Operations.

I was responsible for all Subcommittee information policy activities, hearings, oversight, legislation, reports, and press contacts on general privacy matters, Freedom of Information Act, Privacy Act of 1974, health privacy, collection and dissemination of electronic data, security classification, archival policy, and related matters. During the 103rd Congress, I drafted and managed the Fair Health Information Practices part of health care reform, a proposal that was never enacted into law. During my tenure with the subcommittee, I served at various times as Staff Director and as Chief Counsel. As Staff Director, I supervised all staff and activities of the subcommittee.
